Decks and fences look like the simplest outdoor projects and are the ones most commonly built without checking requirements. Both have genuine structural and regulatory dimensions.
For decks the critical element is the ledger — where an attached deck fastens to the house. Deck collapses overwhelmingly involve this connection, which makes it the part of the build that matters most and the part nobody can inspect once it is finished.
In Washington the ledger carries a second requirement: flashing above it must direct water away from the wall rather than behind the board. Missing or poorly detailed ledger flashing rots both the deck and the house framing it is bolted to, invisibly, over years.
For fences the two variables are where the boundary actually runs and what happens to the posts. Posts are the failure point in both halves of the state — rot at ground level in the marine west, frost heave in the continental east.

Whatever the deck surface, the substructure is generally treated timber and it is what determines how long the deck lasts. Paying for premium decking over an under-specified frame is the wrong priority.

Generally yes above a specified height above grade, and generally yes where the deck attaches to the house. A low freestanding platform may fall below the threshold. Thresholds are set locally, so confirm for your address rather than relying on a general figure.
Because deck collapses overwhelmingly involve that connection. It must use structural fasteners rather than nails, sized and spaced correctly, and it must be flashed so water runs away from the wall rather than behind the board. Both are invisible once the deck is finished.
Most Washington jurisdictions set a height threshold, but the figure is local. Corner lot sight lines, front yard limits, critical area designations and homeowners' association rules may also apply regardless of height.
Only if they are specified for your conditions. East of the Cascades, generic plans typically assume milder snow load and shallower frost depth than Spokane, Yakima or the Tri-Cities require, and a design adequate in the lowlands may be genuinely under-specified.
The boundary. Assumptions about where a property line runs are frequently wrong, and an existing fence is not evidence — plenty were built in the wrong place decades ago. A survey costs far less than unwinding a fence built on a neighbour's land.
West of the Cascades, rot at ground level where the post meets persistently damp soil — and concrete that traps water around the post can accelerate it. East of the Cascades, frost heave lifts posts set above frost depth over successive winters.
