What triggers a permit

The categories are familiar: structural work, changes to the building envelope, plumbing relocation, most electrical work, additions, decks above a certain height, and substantial roofing work. Cosmetic work and like-for-like replacement generally do not.

What differs is the requirements applied once a permit is in play.

Snow load

This is the most consequential Eastern Washington difference. Design snow loads here are materially higher than in the Puget Sound lowlands, and that affects the structural design of anything carrying load — roofs, decks, patio covers, carports, outbuildings and additions.

A deck design that satisfies requirements in Seattle may not satisfy them in Spokane. A carport specification pulled from a general online source almost certainly will not. This is engineering rather than paperwork, and it is the single most common way west-side assumptions cause problems here.

Frost depth

Foundations and footings must extend below the depth to which ground freezes, and that depth is considerably greater here than west of the Cascades. It affects footings for decks, fences, outbuildings and additions.

A footing depth adequate in Tacoma is not adequate in Spokane. Frost heave lifts inadequately founded structures over successive winters, which is why the requirement exists and why it is enforced.

Energy code and cold climate

Insulation and envelope requirements reflect a climate with genuine winter cold, and permitted work involving the building envelope must meet standards appropriate to that. In practice this is beneficial — the requirements exist because homes here need to perform through real winters.

Contractors from the west side

If you are working with a contractor whose experience is primarily Western Washington, confirm explicitly that they are designing to Spokane’s snow load and frost depth requirements. This is not a slight on their competence; it is that the design inputs are genuinely different and defaults carry over easily.

The same caution applies to plans, kits and designs sourced online, which frequently assume conditions that do not apply here.

Confirm your jurisdiction. For anything structural, confirm the applicable snow load and frost depth for your site rather than assuming. Have your contractor pull permits and state in writing which requirements they have designed to. And confirm current requirements directly with the relevant office where anything is material to your project.
